CM calls for scientific approach to mitigate water crisis

ITANAGAR, Aug 29: Chief Minister Nabam Tuki called upon the officers of the Water Resources Department (WRD) to put to optimum use their technical expertise in mitigating problems of flood and water, which are very specific to Arunachal Pradesh. He was interacting with the officers after inaugurating the newly constructed office of the Superintending Engineer (SE), Itanagar circle at Chimpu near here today.

Tuki observed that the situation of flood and water crisis is very unique in the state that calls for a very different but scientific approach to bring succor to the people.

“I am a layman when it comes to scientific and engineering solutions to the issues. Therefore, the onus is on you to come up with technical solutions,” he said to the engineers of the department and sought suggestions as well as advises from the experts through well-prepared proposals.

Tuki also suggested for roping in experts from outside the state, who can provide with inputs that may give long-term and permanent relief from floods and landslides.

“Don’t go for temporary structures and projects that would give short term solutions to our problems. As far as possible projects should be proposed that would give permanent solution,” he advised while hinting at going for cement concrete structures for flood protection.

Informing that several hydro-power projects are under various stages of implementation, the Chief Minister also sought advises and suggestions from the WRD engineers to make proper use of the water resources besides harnessing hydro power.  “On the sidelines of producing electricity, the water from our rivers can be optimally utilized for irrigation and drinking water supply,” he said and assured to keep clauses in MoUs and MoAs in future that would make it mandatory on the signatory to make alternative uses of water resources used to harness hydro-power.

Earlier, WRD Chief Engineer L Angu informed that the newly constructed office building cost the government Rs 300 lakhs, which was sanctioned under SPA in 2010-11. The double-storied building took only one year for completion and is situated in the WRD Complex, Chimpu. Adjacent to the office, a Conference Hall building is under-construction expected to be completed by March next year.

WRD Minister N Tingkhatra, Parliamentary Secretary Tinghap Taiju, Health & Family Welfare Minister Atum Welly, Transport and Cooperation Minister Jarkar Gamlin, Science & Technology Parliamentary Secretary J K Panggeng, Planning Parliamentary Secretary Nabam Rebia, State Medicinal Plant Board Chairman Bamang Felix and local MLA Techi Kaso were also present in the inaugural function.

Unannounced visit to Chimpu PHC

Chief Minister Nabam Tuki made an unannounced  visit to the Primary Health Center (PHC) Chimpu situated at about half a kilometer from the newly inaugurated WRD Office. He was accompanied by Health & Family Welfare Minister Atum Welly, N Tingkhatra, Jarkar Gamlin, T Taiju, J K Panggeng and Techi Kaso.

Interacting with doctors and officials of the health center, Tuki inquired about problems and issues being faced by them in providing health related services to the people. One of the major impediments of the center that came to the fore was problem of water supply. It was learnt that water supply has been disrupted due to the ongoing construction works on the 4-lane highway that passes through Chimpu.

The Chief Minister, who also holds the portfolio of Public Health Engineering& Water Supply, immediately called up the concerned officer and directed for provision of a water storage and supply of water through tankers regularly till supply lines are re-installed. On the other hand, Welly assured provision of sufficient medicines and other accessories to the Center and asked for a written requisition letter from the in-charge of the Center.

Local MLA Techi Kaso also advised the officials of the Center to approach his office in case of difficulties in running the Center efficiently and smoothly.

ITANAGAR, Aug 29: Believing an unknown and stranger almost cost him his life.

Bhane Rajkormakar Lohar, a 16-year-old boy of Kherbari village of Namsai in Lohit district, who was trafficked to Gujarat by a woman was rescued by Gujarat Police.

The boy was kept in a Juvenile Home in Ahmedabad for nearly six month before he was brought to Naharlagun by a team of Gujarat Police yesterday morning. The boy is presently under the custody of Oju Welfare Association (OWA), informed OWA chairperson Binny Yanga.

The woman trafficker, namely Pooja from Jharkhand brought Lohar to Gujarat with a promise to find a job for him. Falling prey to the lure of the women Lohar agreed to go with her. Pooja, accompanied by two other women of her age, took Lohar to Gujarat along with two other boys and a girl, an OWA release quoted Lohar as saying. The woman took them to industrialist state, Gujarat where Lohar was left to a wealthy family as house maid.  Lohar was promised to pay a monthly wage of Rs 3000 by his master. As the months passed by and there was no any hope for getting wage, Lohar asked his master for his salary. To his utter surprise, his master revealed him that he had already paid eleven months’ salary in advance to the woman (Pooja).

“I was so upset to know about the act of that simple looking woman”, Lohar said and added that he was so distressed and did not know what to do. Lohar ran away from the house with empty pocket and he kept loitering here and there in confusion for few more days. Fortunately, a kind hearted policeman approached him and asked him whether he needed any help. After listening to Lohar’s story, the policeman took him to the Anandnagar Police Station on March 25, 2012 and he was sent to Juvenile home in Ahmedabad after a brief enquiry. He stayed there for around six month before he was brought to Naharlagun.

Though Lohar is lucky that he could come back to his home state but he still shows his concern about those who accompanied him during his journey to Gujarat and he does not have any idea of their whereabouts!

Sanjoy calls for nodal cell to prevent another NE exodus

Correspondent

GUWAHATI, Aug 29:  As the representative of North East state governments informed about post-exodus scenario vis-a-vis the number of students and working people who fled from Southern states and Maharashtra recently, it was amply clear that majority of them were from Assam.

While Meghalaya and Sikkim had no impact at all but Mizoram, Tripura, Arunachal Pradesh, Manipur, Nagaland and Nagaland had little impact with about 100, 50, 200, 150 and 350 students and working people reaching their respective states.

The state government officers and deputy resident commissioners were taking part in an interactive session at a meeting here called by Lok Sabha member Takam Sanjoy after he apprised them of the outcome of the goodwill mission he led to Bangalore, Mysore, Hyderabad, Chennai, Pune and Mumbai  to defuse the situation. The team including Delhi Arunachal Bhawan DRC KN Damo and Congress leader Likha Maj was the emissary of Chief Minister Nabam Tuki.

Expressing serious concern over the present situation in Assam and the repeated bandh calls which was having a direct bearing on the people of NE in other parts of the country, Sanjoy called for a serious introspection to pit the house in order, keeping in mind that Assam is considered the face of NE.

He pointed out that the massive exodus of NE people was shocking that jolted the mainland and caught the state governments off guard as it was unexpected and the reason still not known and reminded the 1947 exodus.

He called for setting up a nodal cell for monitoring the situation while preparing a data base of the number of students and working people of the NE region living in various parts of the country.

None of the students and working people who had returned had given any specific cases of threat while few had come as their friends were returning home and few had run short of money, the disclosed. Guwahati Arunachal Bhawan DRC DJ Bora even informed that they had set up a helpline in the railway station.

Most of the state governments had set up helpline and their top ranking leaders had rushed to the affected states, Assam principal secretary (Disaster management) Atul Chaturvedi informed that the Assam government had already deputed commissioner, secretary and DGP level officers to coordinate with the respective state governments   for the safety of the students, their early return and ensure protection of the jobs of the NE people on their return.

He further informed that Chief Minister Tarun Gogoi had appealed through print and electronic media the students and working people to contact the officers through helpline and return soon. He also advocated coordination among the NE state governments to prepare date base for all purposes.

Maharashtra Chief Minister Prithviraj Singh Chavan’s close aide Ashis Dua also sought a complete data for the government to walk extra mile for the people of NE working or studying in that state.

It was unanimously decided to inform the students as per the advice of the MP that they should report to their educational institutions before September 10 so that they could avail the special dispensation on attendance consented to by the respective state governments.

He also reminded the appeal made by Karnataka Deputy CM D Ashoka during his NE tour to return with full confidence, while Maharashtra CM had announced to provide Guwahati-Pune-Mumbai chartered flights.

Exodus of NE students

Arunachal needs grievances redressalboard for students studying in other states

Ojing Tayeng

with inputs from PTI

ITANAGAR, Aug 29: The recent exodus of North East people including students from other parts the country particularly from Karnataka, Maharashtra and Tamil Nadu in the wake of communal violence in some districts of Lower Assam might be due to rumours of impending attack, but this is not the first time that students from Northeastern region are facing threat and humiliation in Southern states of the country.

Though the common citizens fail to understand the actual reason of NE exodus, one can assumes that fear psychosis that prevails in the mind of NE students due to frequent attack and humiliation in other parts of the country in recent past might compel them to flee as precautionary measures.

It is worth mentioning here that India had alleged that the main sources of rumours were from cross the border. But this allegation was rejected by Pakistan and termed it as unfounded. It urged the Indian government to provide evidence that elements in Pakistan had used social media networking sites to whip up communal sentiments. The report further said the Indian charge had "irked" Pakistani officials, who claimed New Delhi was again using the media to conduct diplomacy instead of acting in a more responsible manner and sharing information. Such unsubstantiated statements are not very helpful in creating a conducive environment necessary for improving the relationship between our two countries, the report added.

However, in the midst of blame game on rumours which led to mass exodus of NE people from southern states of the country, the tense situation is reported to be limping back to normal in South Indian cities following intervention of respective government and various organizations.

Coming back in NE, over thousands inmates have taken shelter in relief camps in trouble-torn Kokrajhar and Chirang districts of Assam following tense situation in the wake of an arrest of Bodo MLA recently  which sparked protests from BPF supporters. Unfortunately, violence in strife-torn Lower Assam districts reportedly continues resulting in huge loss of properties and life despite repeated assurance from government to ensure safety and security to the life and properties of innocent people. Fresh incidents of violence were reported in strife-torn Kokrajhar district yesterday.

As the situation seems to be out of control, the Assam government should intensify its activities in ground level instead providing only lip service. Repeated occurrence of violent activities may engulf the country and the people with ill motives may once again spread rumour and try to infuse disharmony among the citizen of the country.

It is also high time for the respective NE state government to pursue the Centre for full-proof security measures along Indo-Bangla and Burma international border as the explosive situation in north eastern states at present has been attributed to the unabated influx of illegal immigrants from across the border.

Meanwhile, the government of Arunachal Pradesh urged the students to return back to their respective institutions in South Indian cities following security assurance given by respective state government.

We welcome the steps taken by the Arunachal  government to arrange students return journey.  Now the state government needs to properly regulate and monitor the return journey of the students so that they reach their destination safely. A permanent grievances redressal board/committee need to be constituted to look into  the grievances of students of Arunachal who are studying outside the state. Moreover, Arunachal Pradesh needs to intensify ILP checking drive in all the 17 districts of the state. Whatever it may be, kudos to the various political organizations and their frontal wings for their cooperation and support to ensure security and safety of the North East people in time of needs. If such mutual understanding and feeling of oneness amongst the people of the country prevail, there would be no more feeling of insecurity by the people of north eastern states in other part of the country in days to come.

AAPPTF counters BRO’s claim, declares bandh

Staff reporter

ITANAGAR, Aug 29: All Arunachal Pradesh Transport Federation (AAPPTF) today countered the claims of BRO. The BRO officials in a briefing to the governor on August 27 last said that Balipara-Charduar-Tawang (BCT) and Orang-Kalaktang-Shergaon-Rupa-Tenga (OKSRT) road project which is 70 per cent ready/motorable and further claimed that despite all the challenges BRO is working proactively and with commitment in building up the border road infrastructure of the state and the nation as a whole, the Federation said.

Criticizing the claim of the BRO, the Federation said the work execution between Balipara to Tawang road is not progressing and earth cutting is also not in systematic way. It alleged that altogether 49 died and 59 injured on accidents and many vehicles have also been damaged in between Bhalukpong to Tawang since 2009 due to unsystematic road construction being executed by BRO.

The federation further disagreeing with their claim alleged that the said stretch of road is still lying under the state of shock and causing lots of troubles to commuters.

They further said that the BRO official has assured completion of some stretch of roads within 15 days but their assurance remained a lips service.

Taking all these grievances, the AAPPTF has already declared 12 hours West Kameng and Tawang bandh on September 2 and demanded the BRO to fulfill their assurance immediately.

Meanwhile, AAPPTF in its general meeting held yesterday has dissolved the AAPPTF state unit executive members and decided to constitute conference executive committee for the ensuing AAPPTF conference cum Selection of executive member to be held at Aalo on November.

Mukto Chag-zam ( Iron chain Bridge)

Rinchen Dorjee

Drubthog Thangthong Gyalpo, popularly known as Lama Chag-zam Wangpo was an architect, Philosopher and an Iron chain bridge builder. According to their authentic references, G.Tucci  and R.A.Stein accepts 1385 as the year of birth and 1464 as year of death of Thangthong Gyalpo.

According to the biographical information in the history of Bhutan, Thangthong Gyalpo was born in the year of  Wood Ox  year (1384) in the village of Rinchen Ding in Tibet. He started building Iron suspension bridges of more than 100 meter Spans at the beginning of 15th century, while in Europe, spans of more than 20 meters were regarded as significant achievement.  The only and more than 580 years old iron chain bridge, first of its kind  in Mon region was constructed by Lama Chag-zam Wangpo, sometime  during  1420  to 1430,  over river Tawang -Chu  named   Chag-zam where Chag means iron and Zam means bridge at Mukto village which is situated in Tawang district of Arunachal Pradesh. The main motivation behind this magnificent construction was his immense compassion for the people, who due to lack of bridges over various rivers in Himalayan region, were usually  compelled to cross them in small boats or other floating vessels etc.

During  his life time,  Lama Chag-zam Wangpo built over 100 iron bridges all over the Himalaya region. And Mukto Chag-Zam is certainly one of them and perhaps, it is, the only iron chain bridge in India built by him while  such other bridges are  over the various rivers in Himalaya region in Tibet, Nepal, Bhutan and other adjoining regions. Due to its unworldly nature of construction, this needs timely consecration prayer to lengthen its life. The local folks even today offer prayers at the metal work site. The consecration puja for the bridge was routinely  conducted by the Guru Rinpoche by virtue of his association with the builder of the bridge  in his previous incarnations. It is believed that the Third incarnation of Guru Rinpoche  was one of the three sons of  Drubthog Thangthong Gyalpo. It is  because of this reason that Guru Rinpoche  conducts Rabney at regular interval.

It is said that after completion of the construction of a good number of  Chag-zam  bridges at Bhutan, some  iron metals and finished iron chains were  found in surplus and left unused and as such with a view to make good use  of those surplus materials for the service of mankind and animals, Thangthong Gyalpo setout for Mon Region from Bhutan. He made his camp at Bherkhar, a small hamlet in Kharsanang area in Mon Tawang which is not very far from Tawang-Chu river, the construction site of Cag-zam.

As a testimony, his footprint, the skull used for performing  rituals and some iron chain are still preserved  in the house where Chag-Zam Wangpo stayed during the construction of the bridge.

He composed an opera called Ache Lhamo which was performed repeatedly to collect  fund and materials for construction work. The audiences, impressed with the performance of opera, donated in cash, in kind and pieces of iron for the construction. This opera is performed even today with great fanfare. Finally, he collected enough fund and iron to start the construction of iron bridge.

It is said and believed that he extracted the service of men, gods and demons to melt and mould the construction metals exercising his mystic and supernatural power. The men were engaged in day’s shift and the gods and demons took over at nights. The rock where the open air workshop was set up, still stands there as testimony. Surprisingly, no  sign of welding, which normally joins the metal to hold the bridge together, was  found along the entire span of the bridge, which is strongly assumed as an indication of him being a manifestation of a heavenly being.

The villagers of Mukto, Gomkyaleng and Mirba take care for maintenance, renovation and proper protection of the bridge and even today it is regularly used by men and animals to cross the river Tawang-Chu. Now the bridge is  very old as its age is calculated to about 600 years old, the present status of the bridge is not in good condition which needs immediate attentions of the Government to preserve, protect and promote such  important  monuments and old cultural heritage. If proper care is taken and maintained such monuments would attract good number of domestic and foreign tourists besides its architectural and academic importance.

Earlier, welcoming the gathering Dr. R. Karlo the Principal of the college said that positive attitude, sense of belonging ness to the college and inclusive look among the students alone can be mantras of success. Global water initiative

The UN Global Compact announced the launch of a global Water Action Hub – the world’s first on-line platform to unite companies, governments, NGOs, and other stakeholders on a range of critical water projects in specific river basins around the planet.

The core of the Water Action Hub online tool is a map-based data management system that facilitates match-making by allowing users to identify potential collective action opportunities via river basins, organizations, projects, and collaboration action areas.

The Water Action Hub was developed by the CEO Water Mandate in partnership with the International Business Leaders Forum; Deloitte; GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development; and the Pacific Institute.

While the Water Action Hub provides a platform for local project implementation, the companion beta version of the Guide lays out how effective collective action in sustainable water management is both the key to approaching shared risk successfully and addressing a substantial point of vulnerability for many companies.

It is said that the CEO Water Mandate is producing this Guide because collective action done right leads to a strong sense of shared interests, shared responsibility, and shared benefits. The collective action process emphasizes joint, proactive engagement that leads to better and stronger outcomes than available through unilateral action.

Wake up Arunachal

Dear Editor,

Through the columns of your esteemed daily, I would like to share my experience of shopping gained  recently at Ganga market near Sumo counter in state Capital. When I enquired about price of a Water pump (1.5HP), a shopkeeper informed me that it will cost Rs 12,500.  When I asked for the same at Naharlagun, I came to know that it costs only Rs 8500.

Here a funny but serious question arises – Does the carrying charge of a water pump from Naharlagun to Itanagar cost Rs 4000? Infact, they are making our straightforward and innocent people fool and thus making huge profit.

My second experience is more interesting, I purchased a steel water bottle at Akash Deep complex which costs Rs 700 but after bargaining I paid 600.  Next day I revisited the shop to replace the steel bottle as I found leakage. To my utter surprise, I found MRP at cover of the bottle which was only Rs 470.

These are some examples how these businessmen from outside of state easily befool us. I request the authority concerned to check such unscrupulous businessmen and seize their trading license. If possible set up an office in the market area so that complaints could be lodged against unscrupulous traders at the spot.  Wake up Arunachal.

Not an acceptable suggestion

Dear Editor,

Although I appreciate KVK and NRC (Mithun) for organizing  animal health camps and vaccination programme for the welfare of Mithun farmers but the suggestion offered by Programme Coordinator, KVK, Papum Pare for imparting training to Mithun owners on pushing injection and castration cannot be accepted. I think this is against the Veterinary council rules. Mithun owners can be trained on basic first aids only and not to the extent of pushing injections and castrations which may invite legal and clinical complication in future.
